For both the American and Spanish Civil Wars to have never begun is quite surprising. It is possible some of your mods may have affected your game, or maybe a hoi4 update caused this. Alternatively your save might have been started on an earlier version of KR and you continued on a later one. Or, your download of KR was faulty.

Without further information I cannot determine what could have caused this. Please make another report if this bizarre behaviour happens again.
