WIF - Expansion options for the West Indies Federation #24134

Describe the specific change you would like: When the WIF gains control of a carribean province, they should get the option to annex and core it, or at least get a claim on it. Examples include Cuba, Haiti, the Dominican Republic, Puerto Rico, and possibly Panama.

Likewise Entente nations - should they get a hold of these territories - should get the option to just hand them over to the WIF.

Also, should a democratic nation of the carribean should choose to join the Entente on their own accord, there should be a way to integrate them (in the interest of player freedom maybe give the WIF the option to enact a referendum or something which a player can always declare unsuccessful but the ai won't).

Explain the reasoning behind this actionable change: Just seems like a thing the Entente would do. Why release tiny, useless puppet nations, when you can instead strengthen an already existing ally? (an an ally that can really use all the help it gets)

This is already the case for Puerto Rico, the Dutch islands, Suriname, and Belize. We are not planning to extend it to the larger islands like Cuba or Hispaniola, nor implement ways for WIF to annex independent allies as none of their potential independent allies would actually want to annex themselves into WIF.
