COS changes from Entente to Reichspakt second Second Weltkreig starts #2416

Dev Build:

Costa Rica switches to Reichspakt the second that France declares on Germany. This means they drag all Entente wars into the Reichspakt, which can bring the entire Reichspakt at war with most of India, sometimes Denmark, even the CSA. It would be best to make either not being in the Entente, or not being at war with anyone outside the 3rd Internationale a requirement to join the Reichspakt as Costa Rica.
