Explanation of the Issue

Getulio Vargas will have his vanilla portrait from the new DLC installed instead of the Kaiserreich one.

Steps to reproduce

• Play as Brazil
• Elect Vargas as president (SocCon)

Possible Cause

• If I had to guess, his portrait was overwritten with the new DLC and could easily be fixed by just changing out the portrait in the files or fixing his character code.
