A new state and core suggestion

HOI4 version: 1.14.3 Kaiserreich version: 1.1

The seven southernmost tiles of Bessarabia should be separated into it's own state called Budjak, it should be annexed by Bulgaria should it win the Balkan war and integrate it through compliance because of it's large Bulgarian population. Ukraine should also be able to integrate it if it ever comes to own it, because of it's large Ukrainian population.

If democratic Bulgaria fights off the Ottomans in the Balkan war and forms the Balkan union, then it should be able to core Adrianople by giving it autonomy similar to Nish in the Balkan union focus tree. Bulgarian empire can core it through compliance, so getting a partial core would be a nice reward for democratic Bulgaria for beating 4 countries in the war, since it is already the weakest hidden path.

If you are touching these states, please also transfer the southern "island" from the proposed new state to Constantza (Northern Dobruja) as it is was a part of Romania before WW1, then occupied by Bulgaria during it, then was returned to Romania after the war was lost and wasn't a part of territories later annexed by USSR, so it remains in Romania still.

I disagree, since the Danube delta is a very strategic region and would be claimed by Russia/Ukraine if given the opportunity.

I implore you to reconsider. Russia had the opportunity twice, one during the last Russo-Turkish war, they've even gotten the entire Northern Dobruja to exchange it with Romania for Bessarabia along the borders that I've proposed, and the other during the Soviet annexation of Bessarabia, only they've taken the land more or less along the same border (+ Bukovina up North which is represented correctly). Basically, that piece of land was administered and exchanged hands as a part of Northern Dobruja for a long time and I want the state borders to reflect that (so it should be a part of Bulgaria at game start), a theoretical Russian/Ukrainian claim could be the entire state and that would even look alright.

This has been discussed extensively by both the EE and Balkans teams, but ultimately decided as unnecessary. As for the Danube Delta, it was never occupied during WW1 due to its defensive terrain, and was eventually handed back to Romania as part of Bulgarian-Turkish interwar negotiations.
