If the Combined Syndicates goes down its path to focus on liberating the New World, they should be able to form their own faction, complete with benefits such as inter-economic development, military cooperation, options to invite new members that are isolated socialists, etc. In essence, it should be the CSA's version of the Third Internationale, especially if the TI has already fallen.

The CSA's path to focus on the New World seems a bit lacking when considering that it's basically carving its own sphere of influence in the Americas. I feel like having a full-fledged faction will flesh this path out more. Additionally, I sometimes have seen isolated socialist countries appear in the Americas; they should be able to ally with the CSA to help them liberate the rest of the New World.
