Description of the Issue
QIE's "Partner with German Manufacturing Firms" focus doesn't check whether QIE is in control of Beijing. This can result in civs being built in Beijing via the focus despite QIE having no authority over it.
Steps to Reproduce
Have QIE at war with Beijing being occupied.
Start "Partner with German Manufacturing Firms".
Wait for the focus to finish. It should add 2 civs to Beijing no matter who controlling the state.
