Description of the Issue

Reichspakt capitulation event does not remove puppet status from DEI, resulting potential annexation of Insulindia by FRA/RUS.

Steps to Reproduce

1. Have WKII started with DEI being HOL's puppet and both in the Reichspakt.
2. Have HOL capitulated first, then have the Reichspakt defeated and the capitulation event fired.
3. Wait for peace conference, DEI should still be part of the losing side.
