2 months ago I'm afraid I've not been able to reproduce this crash with either save, even after several tries. Please try to run your save without the TWR mod in the list, and check if it still crashes.

Description of the Issue
The game crashes to desktop while playing as L-KMT while at war with FNG in roughly April - May 1939.
Steps to Reproduce
Not sure how to reproduce.
Summary of events:
Play as CHI, win the League War, annex GXC, SZC, and puppet YUN. Have HNN join QIE. Have Yan Xishan win in SHX. Have SHX, CHI and FNG gang up on QIE. Jingzhao goes to FNG in the peace deal. Have CHI annex SHX before it can join FNG. CHI declares war on FNG.
Edit: The game crashes within roughly a month after loading a save. No console commands need to be input.
Possible Cause
As far as I can tell, it's not one of CHI's decisions that's causing this.
