Hey thanks for making the report! If you go into the console, and type "aiview", you can see in the tooltips that the AI will put ten times as much priority on doing all of these eco decisions, compared to joining the Co-Pro. So this looks like an AI priority thing that's going on. I'll talk to the America dev and see if we can tweak these
Ok, on discussing with Alp, the faction-joining decisions for all participants in the Second American Civil War are now free. This will be included in the next release, and thanks for your report!

Description of the Issue
I'm playing as Ireland, trying to get the "It's a Long Way to Tipperary" achievement, for which I need the PSA to join the CPS. However, despite them being finished with Reconstruction, them being able to join the CPS, and them having the game rule for them to join enabled, they seemingly just refuse to join. It's now August 1945, and while I can't remember how long ago the Civil War ended, I'm fairly sure it was quite a few years ago at this point.

Possible Cause
I think this might be due to them spending their political power on other things. They have a bunch of decisions under the category of "Economic Development" which all cost 40 political power, whereas the Align With Japan decision costs 50, which makes me suspect that they're spending all of their political power on those decisions before they join Japan. This is further evidenced by the fact that when I give them 999 political power through the console, after taking all but one of the Economic Development decisions, they finally join the CPS. Probably some weights somewhere need to be adjusted.
