Description of the Issue
Restorationist Qing cvannot compelte the true Democratic Reforms as apparently a bug fails to recognize the presence of the "Roral Loyalty" national Spirit and thus it is Impossible to take the last relevant descision with the true demcoratic result.
Steps to Reproduce
-Go down the True Democracy CERA path for Restorationist Qing
-Attempt to take the final descision from "Train Civil Servants"
Possible Cause
There isa chance the national Spirit is being properly recognized by the game.
