Description of the Issue

Game Ruling Sweden to turn Syndicalist will force democratic Finland into the Reichspakt, despite game rule favor Finland joining the Moscow Accord.

Steps to Reproduce

Gamerule Russia and Finland to go Democratic and Sweden to go Syndicalist, I've done it twice and Finland joins the Reichspakt over Moscow Accord (I have not tested but I think this could be replicatable with Tsarist Russia and Mannerhaim Finland.)

Possible Cause

AI coding to have Finland join the Reichspakt as soon as able to after Sweden turns Syndicalist.

Sorry, for clarity, the AI behaviour is intended. I will improve the tooltips of the game rules.

Unfortunately not, but I did have it happen across different games so it seems repeatable.

Ok, well in future please give a game log so we can figure out what was going on. There is even a disclaimer at the top of this form asking you do to do this, so there is no excuse not to.

Looking into it, this was probably caused by Germany inviting Finland into the RP, which can be done if Sweden has gone syndicalist. I have now set Finland to deny this invitation if the game rule is set.

I would have tried to provide one if I still had the save file is what I should say.
