Description of the Issue

While playing as SPD Germany, the focuses which grant extra coalition loyalty for all coalition members except for SPD were disabled.

Steps to Reproduce

I have SPD, LVP, and Zentrum in the coalition. I was able to take the focuses for some time, but I was locked out of them at around the time when the Prussian Crisis began in mid 1937. I never took any focuses to get support from the coalition, with the exception of taking one focus for support from the SPD.

Sorry, I misread one of the questions. I DO have La Resistance and Man the Guns, but I do not have the other DLCs.
