Explanation of the issue:
I was playing as Japan, with no unofficial mods except for Reworked for Kaiserrreich. I decided that something was B.S from a lore perspective, so I used cheats to do “yesman”, and “nocb”. I was checking the 2nd American Civil War out, when I noticed that the CSA had military access through Mongolia. I simply thought that this was because I had turned on yesman, and nocb. I also saw that Macarthur had military access through the Dominican Republic and Haiti. But when I checked the Mongolian Ma Clique conflict, I saw that the CSA had a divison on my border, with no supply, and no strength.
Quick questions:
If you turn on nocb and yesman, does this permit the AI to use them?
