Fengtian can't go to war with Yunnan after beating Qing #3162

Explanation of the issue: Fengtian Government's war goal on Yunnan after beating Qing does not work

Quick questions:

OS: Windows 7 HoI4 version: 1.5.4 Kaiserreich version: 0.8.2 Using Steam? Yes Were you in multiplayer? No List other mods used (including KR Music mod): none Have you changed any files, outside of mods used? no Checksum (four-letter code at the bottom of your title menu): c4f7 Which DLC expansions do you NOT have? Together for Victory, all music DLC

Steps to reproduce:

  1. use the focus to get a war goal on Qing as Fengtian Government

  2. defeat them (taking all states, and in this case territory they had already taken - Shanqing Tianguo and territory it took from Ma)

  3. decide to go to war with Yunnan in the event that follows

Other info:

Possible cause: unable to declare war as a puppet despite having a war goal, maybe related to Together for Victory?

@Nootathotep To be clear, we do normally fix legacy issues, but since China is literally the next update, we aren't going to bother here, thanks for reporting anyway though!
