Lame Faction Names with "Pact" at the End #3177

Explanation of the issue: Belgrade Pact can be renamed into "Balkan League" ro reference the 1st Balkan War Balkan League and Cairo Pact can be renamed into "Cairo Axis" to sound less lame and boring also to reference their old name "Axis".

OS: HoI4 version: Kaiserreich version: Using Steam? Were you in multiplayer? List other mods used (including KR Music mod): Have you changed any files, outside of mods used? Checksum (four-letter code at the bottom of your title menu): Which DLC expansions do you NOT have?
