American War Plans don't unlock #3412

When I finish the focus "Enter the Fray" as the USA, the American War Plans won't unlock

@idodoappo It probably means that none of the decisions were currently valid, but I'd need a save in order to check that. Do you have a save? Or can you give me any information... like did PSA still exist? Was the Entente gone? Were you in a lot of wars already at the time?

@Rylock unfortunately the autosave got overwritten so I can't provide you one, I will try to test it again and see what happens, also it was an Olson run so the civil war was avoided

funnily enough, I suspect that might have been it - the decision category was looking for the civil war over flag. So it's probably fixed now.
