Regarding the names: just turn on endonyms. You are using english exonyms. We have two systems and you would know this if you read the starting events :P.
You also very much so can get a core on Bukovina as Romania. You just dont start with one. That is intentional. Closed.
Hi, I noticed 2 problems when playing Romania:
1. Ever since the recent update, the localization is all messed up.

"Ploesci", "Galaz", "Akkerman", "Jassy", "Kishinau" and "Czernowitz" are not the Romanian names for those locations, they are probably the russian names.
The Romanian names are as following: Ploiești , Galați , Cetatea Albă , Iași , Chișinău and Cernăuți.
In the base game, a core is given based on population. Alsace-Lorraine might have been part of the Holy Roman Empire for a long time, but most of the population there is french and french people will support the french country and be willing to fight for the french.
In Kaiserreich, a core is given based on "de jure" history. Alsace-Lorraine might be mostly made up of french people but it was part of the Holy Roman Empire for a long time and thus the Germans have any right to justify it as an integral (core) part of their territory.
When I presented the case of the population for Bukovina that's what I was told, however, even according to "de jure" history the Iron Guard Romania and Royalist Romania should still have a core on Bukovina.

Bukovina was part of Moldavia from 1346 when it was founded until 1775 when it was taken by the Austrian Empire. That's 429 years as part of Moldavia, more than enough to justify it's "de jure" claim as an integral part of the country.
On top of that, the city of Suceava in Bukovina has been the capital of Moldavia from 1388 to 1565. That's 177 years of Moldavia's history with the capital in Bukovina.
