Problem with the Finnish Idea FIN_reduced_ukrainian_grain_imports_idea2 #4080

Explanation of the issue: The Finnish idea FIN_reduced_ukrainian_grain_imports_idea2 gained through the Focus Continue Importing Ukrainian Grain is a bit questionable. It provides the same stability as the idea FIN_reduced_ukrainian_grain_imports that it replaces, 5 stability in both cases, and costs even more civilian factories than the original FIN_ukrainian_grain_imports_idea, 6% compared to 4%. Plus it has a hidden requisition, to be a member of the Reichspakt, that isn't indicated. This means that if the Russian Civil War does not fire it is possible to not join the Reichspakt way before being able to take the focus even if Kaarle I stays in power. These both seem like slight oversights.

The latest patch apparently removed the use of the idea.
