CSA not receiving correct additional state when rebelling against Austerity Compromise

Explanation of the issue:

In the Civil War set up where Huey and Garner manage to form a compromise, Reed is intended to receive Missouri and Upstate New York when rebelling, to represent more of the population resenting the central government working with the opposing faction. The opposite occurs when Olson and Reed manage to come to a compromise, where instead Huey rebels, and receives Kentucky and Virginia (this works as intended).

While he does receive Missouri properly, instead of receiving Upstate New York, Reed actually gets Los Angles. This is because instead of the event transferring over state 796 (Upstate New York), it instead transfers state 798 (LA). This can be fixed by just changing this typo.
