When, as Canada, you annex the west indies federation (your former puppet) that previously rebelled against you, you can decide its fate. If you decide to integrate the colony into Canada (owning the territories and coring them) it works well, though the decision about the annexation of west indies federation keeps coming, even if you already picked an option in the event.
Steps to reproduce:
Play as Canada
West Indies Federation rebels and declares you
Annex them
Pick the option to integrate them in Canada when the Fate of West Indies Federation comes out.
