BRA - The event "American Refugees" doesn't fire until the 2ACW is over #4458

Quick questions OS: Windows 10 HoI4 version: 1.7.1 Kaiserreich version: 0.9.3 List any other mods used: KR music mods, Player-Led Peace Conferences Were you using Steam? Yes Were you in multiplayer? No Which expansions do you NOT have? None

Explanation of the issue: As in the title. Judging by the flavor text, it probably should fire when the war starts, not when it's over.

Steps to reproduce:

  1. Be (democratic?) Brazil

  2. Wait for the 2ACW to end.

Possible cause: Wrong event trigger maybe?
