Explanation of the issue:
After Italy elects anyone but the ANI government and then get couped by Balbo and the NatPops do their Black Monday focus, the BM reform in the democratic tree is bypassed as well.
Steps to reproduce:
Play as ITA, elect anyone but the ANI. This will bypass the "The Republic Survives" focus.
Get couped. To do this, basically do nothing and ignore the ANI when they make moves on you. Takes about a week after the election.
NatPops are now in power. The "ANI in Power" focus is bypassed.
Do the "Four Economic Battles" focus and wait for the first event to pop.
This event lets you recover from the first impact of Black Monday. Since you're no longer suffering from BM and have the republic focus unlocked, the "Banking Reform" focus should now be bypassed as well.
Possible cause:
The focus gets bypassed if you don't have the national spirit "Black Monday Hits Italy", which is modified once you start your BM reforms. Since it doesn't check for who's actually in power, it gets bypassed. I think it could be fixed by just having it check if anyone but the ANI is in power.

The focus gets bypassed if you don't have the national spirit "Black Monday Hits Italy", which is modified once you start your BM reforms. Since it doesn't check for who's actually in power, it gets bypassed. I think it could be fixed by just having it check if anyone but the ANI is in power.
