YUN, SZC, TIB, QIE - If Yunnan puppets SZC when Tibet/Qing are at war, it will not peace the other belligerents out. #4935

Quick questions OS: Windows 10 HoI4 version: 1.7.1 Kaiserreich version: Latest (Pulled September 29th)

Explanation of the issue: As Yunnan, I puppetted Sichuan via event. However, because the nation was already at war with Qing, and I was at war with their puppet Tibet, It instantly capitulated due to occupying forces.

Steps to reproduce:

  1. As Yunnan, declare war on Sichuan while they are at war with another nation and or have a puppet.

  2. Get the event "yun.110"

  3. Choose option B, which places a puppet government in power.

  4. If the occupying enemy forces are around, they will still be at war with the puppet and occupy them.

Possible cause: This event does not peace out other powers like Tibet or Qing.
