If you have Long Yun in charge you can get way too much modifiers on consumer goods, anything beyond -15% is pointless I'd say and you gain like -10% from yunnans industry path, -5% (not sure) from the democratic fortress thing and you can get -20% from Long Yuns branch. No idea what to replace it with yet but anything else would be better.
