SZC - Opium monopoly focus/spirit issues #5174

Quick questions HoI4 version: 1.7.1 Kaiserreich version: Dev (10/27) List any other mods used: None

Explanation of the issue: Just some issues with the opium monopoly focuses.

1: After completing the entire branch of the tree, it seems like I can only reduce the corruption to "lingering". It seems like the focus intended to remove it instead removes a non-existent one, or that it was intended to be a step between the second and final steps. Muh monopoly 1

2: The effects of the monopoly stack and give you what's basically a permanently negative war support. Cutting WS and such is fine, but 90-110% seems really steep. Muh monopoly 2 Muh monopoly 3

The corruption bug is fixed, but I'm afraid the monopoly ideas were just an outdated pull.
