Explanation of the issue:
Yunnan has formed the United Provinces as China, is completely independent, and has taken the Left-KMT Committee focus. For some reason, the focus tree is locked because they're not "independent" even though the diplomacy tab shows they're not a puppet.

Possible cause: Typo in the code?
