YUN/GXC - Yunnan got invited into the UPC in the middle of their civil war #5382

Quick questions OS: HoI4 version: Kaiserreich version: master 11/11/19

Explanation of the issue: As the title states, Yunnan was in their civil war and was a member of the United Provinces of China even though Tang was no longer in charge.

Possible cause: Missing check

Fixed. YUN won't join the UPC early anymore
