Quick questions OS: HoI4 version: Kaiserreich version: master 11/11/19

Explanation of the issue: Yunnan is now under Zhu Peide and has formed the Southern Nationalist Group faction, but is still a puppet of GXC.

Possible cause: lack of checks

Fixed. YUN now needs to be independent to create a faction
