Multiple Nations - High Volunteers Caps Unbalancing #5646

The number of volunteers a nation can send is capped by a % of their number of units or a % of the number of provinces in the target - whichever is lower. Normally a major power like, say, Russia is capped at 4 or 5 volunteer units... which can be sent to a single country, and be pretty unbalancing.

Most other countries are capped at 1. So a bonus to the cap of 1 or 2 is still pretty big. 3 means they send as much as a major. The following countries have increased their caps beyond that:

Qing: +5 cap Yunnan: +5 cap

If these were put in for a specific conflict and then removed, that's different... but, unless I'm mistaken, almost all of these are permanent. Please reduce the cap bonus and remove the country from the list once you're done.

I put it down to 2 as it gets removed when the acw ends of their chosen faction dies
