SHA - Allow Shan to at least pick some focuses while a puppet #5962

Quick questions HoI4 version:1.8.1 Kaiserreich version:.10

Explain the reasoning behind this change: Shan's commonly spawning as a puppet. And yet, its locked out of the entirety of its focus tree, rather than just sections of it like Kachin if it is a puppet image

Additional context or comments: If released by a SocCon/democratic foreign power, Shan and Burma have essentially identical flags. Perhaps creating an OC design or using Union of Burma designs, idk, fairly minor issue not worth its own post.

Not really possible because the beginning of the tree is for the war with Yunnan. Then you have to pick a path, which is narrative driven and doesnt mesh with being a puppet and needing to stay one ideology. This would be a thing for the future when it gets more love.
