1 of the Danish Pre-Weltkrieg Heavy Cruisers should be a Tier 1 Heavy Cruiser instead. #599

"HDMS Niels Juel" which is a pre-weltkrieg ship in KR, wasn't built until 1918 meaning it isn't a pre-weltkrieg heavy cruiser/Coastal defence ship.

This will be reworked completly by the Naval Rework. Leaving this open for now for Packard to decide if he is going to change the ship or not.

Closing this as the Danish navy will also be reworked with the naval rework.
