Explanation of the issue:
An event for Yunnan to join the UPC fired after they already joined during the Shantou Conference.
Steps to reproduce:
Not sure; fired while both myself and Fengtian were at war with Qing, but I checked the files and couldn't find what's supposed to trigger it
Possible cause:
Presumably missing a check somewhere for YUN already being in the UPC
