Currently, if it not possible to activate the "End the Monarchy" focus for Yunnan unless Yunnan itself is a neighbor of Qing/Zhili. This was a problem in my most recent game where I made Hunan a puppet and installed the officer corps in Sichuan. While the Southern Nationalist Group faction was neighbors to Zhili, Yunan was not and so the Annex war goal wasn't possible to get. (I had to reload to an earlier save and annex all of Sichuan.)
The game encourages the Yunnan player to install an officer corps and it is clear that using The Southern Nationalists faction is meant to be a viable strategy. Allowing the focus to be valid as long as anyone in the Southern Nationalist Faction is allied with Zhili/Qing would fit the lore and fit this specific circumstance.
