Added an option to give Ukraine to Russia. As for the others, it wouldn't be in the annexing country's interest to further strengthen Russia.

But everyone can use a strong puppet and a greater russia looks great
if i dont return a region to the russia then is two option, make a small puppet OR occpy it small weak puppet cost player time and effort to manage and the ai will just fooling around occpy in Kaiserreich cost pp and stability Both weaken the player
If a player get this two focus , -20% consumer factory means no factory when in wartime economy. that needs to Nerf.
That isn't how that modifier works. Reducing your consumer goods consumption is a positive thing.
But when AI plays FNG going the "ask japan to help out" focus less and less PP will lend to a "cant change anything" circumstance the FNG will become easy prey for any enemy, especially Qing Because when Qing attack Shanxi , there is a event that leds FNG to enter the war If Qing can beat Shanxi, a FNG that cannot change Conscription Law cannot do better.
I'm having difficulty parsing this, but if I'm understanding you correctly this issue has in part been fixed (the FNG AI is now better at managing its PP) and otherwise considered to be working as designed. Giving your country over to the Japanese is a bad thing, and has bad consequences as a result.

FNG AI is now better? good to hear that. But in my playthrough as Qing ,i just defend my border against FNG untill they hv 0 manpower, i rush through after i finish Shanxi. they never raise their Conscription Law level

I think if FNG goes depend on JAP, there should be a event that makes JAP helps them to rise Conscription Law level and JAP get something to return. the trigger may be 0 manpower or FNG is 10% Capitulation.
I think if a release Russia first There should be a option that can let me put Armenia, Azerbaijan, Georgia, Ukraine or other region to form a greater russia
