Explanation of the issue:
COG tag does not own the state Tekeland (953) as it should after being released as a puppet. Gabon gets it instead, for reasons unknown.
KAM tag does not get the state ''SE New Cameroon'', despite its name showing its a part of Kameroon. Its assigment to the TKE tag during the collapse of MAF is due to the fact such collapse doesnt really respect bizarre colonial borders, but the released tags do so. COG should not own it when released.
The exact same issue happens with SW New Cameroon, which is wrongly assigned to Gabon based on the context of the MAF collapse. In the event of a release like in the annexation events, that state should be assigned to, well, Cameroon (KAM)

Steps to reproduce:
1) Start the game
2) use the commadns annex MAF
3) See the mentioned issues
Possible cause: Mis-assigned state ownership(s)
