Semi-regular events of refugees arriving at the PSA, giving a manpower boost
Explain the reasoning behind this change:
Realistically a lot of people distraught over radicalism would cross over the Rockies in search for a semblance of peace. Plus, it could provide a buff to the PSA as it has the least manpower out of the 4 tags in the civil war(about half of both CSA and AUS).
