Explanation of the issue:
I'm playing as CSA, in 1940 I'm curious to see how Russia is doing so I Tag switch.
I notice they pick Spearhead Doctrine focus BUT they have gone with Grand battle plan doctrine!
I also suspect the AI might have started Reasearching Doctrines early on, But I have not confirm this.
Other weird things with this Russia. I continue playing this Campaing. later on in 1943. I see that Russia is using 30ish factories on Mechanized but just 7-9 factories on Tanks total, dispite heaving the awesome bonus for cheaper tanks. (this AI REALLY likes mechanized).
It seams like this behaviour would make more sense if Russia picked Extensive planing focus? (grand battle plan)

check the save to see.
PS: I can share the saves from later on in the game, however I corrected the AI by researching with cheats the Mobile warfare doctrine.
