RUS, SOV, UKR - I can't remove the "Aftermath of the Civil War" effect

Explanation of the issue:

I had started the Russian Civil War chain and played as the Socialist side and won. After I won I received the "Aftermath of the Civil War" effect so I went through the focuses to remove the Aftermath of the Civil War from my country. Sometime after I removed it Ukraine turned its country into the Russian Republic (presumably doing the Treaty of Pereyaslav). Because their country was the Russian Republic I was unable to do the Naval Focuses so I invaded them to take them over. When I successfully won the war and conquered their country I once again received the effect "Aftermath of the Civil War" and see no way of being able to remove it from my country.

Steps to reproduce:

1. Play as Russian Republic

2. Start civil war against the Russian Socialist Republic

3. Play as the Russian Socialist Republic

4. Win civil war

5. Remove "Aftermath of the Civil war" from country using the focus tree

6. Ukraine changes country to the Russian Republic

7. Invade Ukraine-Russian Republic and take all states

Possible cause:

I think its likely that immediately after the Russian Republic is taken over the Russian Soviet Republic (if it exists) instantly gains the Aftermath of the Civil War effect but I haven't been able to test enough different scenarios to confirm this.
