SZC - Sichuan removed the Aftermath of the Civil War, but not really #8301

Quick questions OS: HOI4 version: Kaiserreich version: master 5/31/2020

Explanation of the issue: As the title states, Sichuan cannot remove the Aftermath of the Civil War idea, despite having done so in their tree, and it's locked them out of their economic tree as the KMT.
