Flawed, inflexible focuses for Mongolia

OS: Windows 8 Version: 0.5.3

Mongolian focus tree have two flaws:

• Bring down Shangqing requires Gengis Khan as head of state. However later focus Puppet Yunnan requires the opposite. Other focuses might share this requirement as well, but I didn't notice

• If Qing take over Shangqing before Mongolia (Which likely happens), the entire tree will end up blocked. This is caused by checking state owner rather then, say, a shared border.

Steps to reproduce:

1. Play as Mongolia and desire to conquer China

2. Don't be fast enough. Or just read focus requirements

Possible cause:

Poor choice of requirements
