BRA - Stuck in 'special elections' happening every other month

Explanation of the issue: Playing as Brazil, and went down Social Democrat path. I elected leader, had then a month after it then triggered 'special election', get to next month and it says special election next month. This happens multiple times every month, and sometimes it gives me the election and I choose the social democrats and it will reset elections to 3 yrs, and then next month it will go into same monthly loop. it has a 1 in 3 or 1 in 4 chance of causing de-sync when it triggers the special election

Steps to reproduce:

1. Play as Brazil

2. Choose Social Democrats in the eleciton

3. wait for the months after becoming social democrat

Possible cause: Game not thinking that government been reformed? Not sure
