RUS - Unable To Attack Ukraine

To be clear, when I say 'unable' I can of course fabricate claims, but that feels really odd given every other nation I have claims on has given me a war goal/decision to attack.

Ukraine has their syndie revolution, which they survived and so peaced out with German, later joining the Third International. While no doubt the Russia AI should have some breaks on not just declaring war on the Third International randomly in 1938, as a player it would be nice to have the option.
