Describe the change you would like: I was looking at the world tension document out of curiosity (it seems to be the main repository for world tension affecting stuff) and I found the list of events that cause world tension to rise to be interesting. Based off my understanding of the text

Explain the reasoning behind this change: A lot of the tension numbers can use some reworking in my opinion. Macarthur winning the civil war causes as much world tension as greece going expansionist, while China reunifying doesn't add any world tension. The Belgrade Pact + 4th Balkan war causes 10 world tension (equivalent to a 2nd Russian Civil war) while them declaring war on Austria or Ottomans doesn't seem to do any.
I think a rebalance should start with a baseline of world powers (Germany, UoB, CoF, Austria, Russia, USA, Japan) + formable world powers (China, India, Britain, united Italy (okay this is a bit of stretch), Scandenavia). Then smaller and regional powers and their respective events can be factored in.
