RUS - Hostile countries appearing from behind my lines after another nation is capitulated #8890

Quick questions OS: Windows 10 HOI4 version: 1.9.3 Kaiserreich version: 0.12.2 List any other mods used: None Were you using Steam? Yes Were you in multiplayer? No Which expansions do you NOT have? Man the guns - La Resistance

Explanation of the issue:

I played as Russia and returned the soviets to power. I went to war with the German alliance and my frontline went deep into Austria. However France capitulated and Germany chose to puppet a bunch of eastern countries like Ukraine. Even though my forces were already conquered, and were well past the Ukranian border the nation appeared out of thin air and my entire army was encircled.

Steps to reproduce:

  1. Declare war on the German alliance as soviet russia

  2. Wait for France to capitulate, they will puppet several eastern nations and countries will appear from nowhere and encircle your army if you are deep enough into Europe
