ROM - Separating the Mouth of the Danube from Bessarabia #9201

Quick questions HOI4 version: 1.9.3 Kaiserreich version: 0.13

Describe the change you would like: Creating a new, one province state at the Mouth of the Danube between the Danube itself and the St George Branch.

Explain the reasoning behind this change: Although it would add to the loading spead as the mod starts up, it would provide territorial gains for Bulgaria should they win the Fourth Balkan War, as it was a part of their claims for a 'Greater Bulgaria'. It also allows for more historically accuarate borders for Bessarabia, as if the Ukrainians or Russians come down to 'restore' their natural borders, they can. The new province could also act as a bargaining chip between a foreign occupier and Bulgaria, exchanging the land for an alliance.

New states always come with a significant loss in performance, and this really isn't worth it.
