SFR - Can join ISAC without taking the focus for it #9570

Quick questions OS: Windows 8.1 HOI4 version: 1.9.3 Kaiserreich version: Dev master 03.08.20 (pulled 21:30 gmt+1) List any other mods used: None Were you using Steam? Yes Were you in multiplayer? No Which expansions do you NOT have? La resistance

Explanation of the issue: SFR has a unique focus that allows them to join the ISAC- however, once they are in the entente, they can simply join the ISAC by decision, making the entire focus quite useless.

Steps to reproduce:

  1. Revolt from SAF as SFR

  2. join the entente, and see if you can join the ISAC via decision, instead of Via the focus for it.

Possible cause: SFR is not bloacked from joining the ISAC via decision- I feel like this should be changed if the focus is to be of any use.

Screenshots: Here I noticed that there was a focus which allowed me to join ISAC SFR ISAC issue (1) However I already joined ISAC via decision pretty much the instant I joined the entente SFR ISAC issue (2)
