ALB/GRE - No decision to "Return Albanian lands" while I control Northern Epirus. / "Fate of Northern Epirus" event does not allow me to give it to my Albanian puppet

Explanation of the issue: I can't give my puppet Albania Northern Epirus after I capitulate Greece.

Steps to reproduce:

• I am Serbia, with Albania as a puppet.
• Independent Greece controls Northern Epirus.
• I capitulate Greece.
• My annexation/occupations for Greece are 1) Liberate as Kingdom 2) Liberate as Republic 3) Occupy
• I liberate Greece as a puppet Kingdom. It does not have Northern Epirus.
• Greece and Albania are now both my puppets. Neither control Northern Epirus.
• There is no "Return Albanian Lands" other decision.
• Fate of Northern Epirus fires - the only options are to give to Greece or to occupy, even though Albania has a core.

Other info: I can give saves/logs if needed, but it's pretty straightforward

oops - that's actually in the Fate of Northern Epirus event, a typo just prevented SER from seeing the option. Fixed now.
