Upon completion of the focus "Empower the Duma" (RUS_Empower_the_Duma), an event pops-up informing of the tenure of elections in 1937, even if the event had already popped earlier and the year is past 1937. The ID of the event is "russia.17"
Steps to reproduce:
Select Russia and empower the social-Democrats
DO NOT complete the political stabilisation focuses
Watch the event pop-up for a first time when the country stabilises
Empower the social-liberals in the 1937 election (or any other party for that matter)
Complete the focus "empower the duma"
Possible cause:
No check on this event to not spawn twice and/or not after 1937
No specific pop-up associated with the empowerment or the Duma
