Russia should expand its conscription to deal with the Caucasus crisis.

I have observed that AI will not expand the army when there is too little manpower.
At the outbreak of World War II, there were about 100 divisions in Russia, 50 divisions in Ukraine, 15 divisions in Belarus, 10 divisions in Lithuania, 20 divisions in Finland, and 20 divisions in Kuban.This is not counting Poland, Austria and Sweden.Russia generally does not attack.Serbia and Romania sometimes will not attack.Now if France defeats Germany, the Eastern Front will still remain deadlocked.
Russia does not have many industrial zones to develop armor, but it has the ability to recruit more infantry divisions.
I also think that Russia should actively recruit heavy tank divisions when Vozhd is in power or Russia is a socialist government.This can make full use of their industrial characteristics and make up for the shortcomings of lack of manpower.
This is WAD - once countries reach a certain limit, they will stop recruiting new divisions. Russia can easily get 100+ divisions at partial mobilisation.
